weird PAM behavior

My Alpine box shows weird behavior of PAM:

login via ssh:
limits.conf is read, and the parameters are set correctly.

login via console, even as root (!!!): limits.conf appears to be ignored.
login via display manager: limits.conf ignored.

Exception: i restart the display mager from an ssh session. After doing this,
my normal user sees rtprio and memlock as configured.
Obviously the display manager does inherit this from the shell i have in the ssh session.

Which gives rise to the question if there is any global place where these limits are configured globally
(and maybe how i can disable PAM altogether)

Alpine uses busybox, and the busybox login is not PAM aware. A PAM-aware login tool is required and provided in the distro. Slim also causes problems: i did not manage to configure a PAM aware login and had to fall back to console login/startx (for now).
