Fine by me also, with exceptions for military and police software.
Having all the other taxpayer funded code viewable and usable
at the taxpayers home or business, may well inhibit sundry fraud attempts,
and also benefit some businesses, small or large. Win win win.

Public power and infrastructure utilities would present
some other areas of interest, regarding security.
A lot depends on the taxpayers ability/desire to have
honest politicians in office.

Please excuse my cynicism, but aren't honest & politician oxymorons?

Though yes, to me it seems evident that code developed with tax payers money ought to be public domain!

Schools in Germany are spending substantial amounts of money for hard- and software to make students "fit for the digital world".

Most schools in my area go for IPads - can you believe that? Schools and teachers are willingly helping Apple to hook young people to their products. Open source should always be first choice in education, because - being open - it's absolutely ideal for learing how things work! If things go my way, my school will take a different route (than IPads, I mean).
