Free online course from Stanford looks good. Uses Python programming on Ubuntu. Everything is open source.

Wow !

This course has been prepared by Xavier Serra and Julius Smith, two true masters of DSP (and also really nice guys). I haven't looked into the course details, but with those two running it I can't imagine it will be anything less than amazing.
