i guess someone already suggested this:
try alt+click and drag-move it a notch or two, once that works as long to let you see actual window borders then you can make it smaller as usual

Come on, wmctrl could also be used for resize a window:

i can confirm this @1024x768 "maximized without window borders" issue on a 15" crt display and a fairly recent 22-Inch 1080p display.
Edit: I tested every display resolution on the 22 inch from 720x576 through 1920x1080.
1024x768 is the only one affected on my end.
