It appears you are using the binary from ardour.org on Ubuntu 18.10. The plugin is designed to work with the Ubuntu-packaged version of Ardour on Ubuntu 18.04.

I don't think Ardour's packaging is bad or questionable, just different in its purpose. The binaries from ardour.org aim to be distro-agnostic with the expectation that plugins be distro-agnostic as well.
