I don't know how quickly this gets updated after release but it is updated very regularly, I notice it in my updates every coup...

Reaper isn't in the official repos as such. It's in the AUR -- the Arch user repository . The official repos are always up to date, perhaps too much for some people. I only use Reaper occasionally these days but I haven't noticed any issues like this with Wayland. It does sound like a typical Wayland problem though.

With 32 Bit float digital audio there is hardly any need to meter something, with some exceptions: Inside my DAW I use the compressor's and limiter's built-in meters to get a decent volume. I just proved many decent FOSS projects actually get quite a bit of yearly funding. But if that wasn't the case, I'd suggest you to redirect that question to Richard Stallman and anyone who's made a FOSS project before that didn't suck Maybe take this up with the devs for not providing documentatio...

There is an option to set LV2 paths in reaper. I don't know if it additionally scans system set paths but it definitely has a list of paths you can manually set (I seem to remember having to set these to get some to show up).
