No, no matter how small the keyboard is, most likely it will have key 60 in the center.
All keyboards have a +/- octave button.

What you describe is not a problem at all.

That depends entirely on the hardware keyboard. The keys are absolute, each one has a number between 0 and 127. A midi instrument can decide which ones to use. Since there is electronics in the keyboard it is also possible to change the mapping, for example by adding or subtracting 12, which results...
