I've been trying to get my alesis io2 to work and it only shows up in jack as midi. Can you run jackd manually jackd -v -dalsa -dhw:CODEC -p2048 -n3 ? and post output messages? 16 frames/period is far too low. No wonder that Jack fails to start. The latency you want is unattainable with a USB soundcard, anyway. Even with a PCI soundcard would be tricky.
