I mean... not contested by Access doesn't automatically make it legal... Unless they've straight up, officially said it's ok to use the roms, it still feels a little too grey area for my liking.

Huh, honestly I've never even noticed those r3d files and it hasn't occurred to me to copy them, I just go straight for the actual plugin file... I've never needed the Room Builder for anything, so I haven't had a need for them.

Better to grab newer versions from for example github or kx.studio imo. Even kx.studio is frequently quite a bit behind, in my experience. Have you tried the different plugin formats? Tried rescanning plugins? I guess it could conceivably be some dependency issue, conflict with some library version or something. Has your system had significant updates before the issue started? These things can be really tricky to diagnose, I'm afraid...
